How do I rekindle my friendship?

About 3 months ago, I lost contact with a new friend. As it stands, I last sent her a text (months ago) and she never responded. Shortly before that I let her borrow some money, which she said she would pay back over time, but again, never heard back from her. I miss our friendship and want to get back together with her, but how to I reach out to her this time? I feel extra crummy because her birthday passed and I never called. Help! What do I say when I call
