I downloaded the visual boy advance source code, but i cant open it. What program do i need?

After downloading the visual boy advance source code from http://vba.cvs.sourceforge.net/viewvc/vba/?view=tar. Whenever i try to open it with my VB and VC++ 2010 it doesnt open. What should i use to open it?
